Department of Homeland Security (DHS)

A proven leader in enabling operational intelligence

FACT (Framework for Analysis and Coordinated Trust) is funded by the Silicon Valley Innovation Program (SVIP). The Department of Homeland Security (DHS) established the SVIP to keep pace with the innovation community to tackle the most difficult problems faced by DHS’s operational missions. SVIP aims to find new technologies that strengthen national security with the goal of reshaping how government, entrepreneurs, and industry work together to find cutting edge solutions to these problems. Based in the Silicon Valley (California), the program reaches out to innovation communities locally, across the nation, and around the world to tap into the commercial R&D ecosystem. The SVIP seeks out solutions to co-invest in and accelerate technology transition-to-market.

The SVIP is part of the DHS Science and Technology Directorate (S&T), which is the primary research and development arm of the DHS.

An online ICS/SCADA whitelist

WhiteScope is a service that compares file contents and file hashes with “known good” files from ICS/SCADA installation media. WhiteScope maintains a white list database of file hashes, registry changes, processes, and loaded modules for ICS/SCADA software. These artifacts were gathered from installation media and running systems. The whitelist can be used for initial triage during incident response engagements, security assessments, and intrusion detection/prevention products. The WhiteScope database is now fully integrated into the aDolus FACT system.
